However, due to concerns about violating the Geneva Convention, the responsibility for biosecurity was transferred to the National Institute for Infectious and Allergic Diseases (NIAID), headed by Dr. Anthony Fauci. This shift resulted in Fauci receiving a significant raise, making him the highest-paid government employee.

Bioweapons and Vaccines

Kennedy explains that every bioweapon requires a corresponding vaccine. This is because deploying a bioweapon can result in “blowback,” where those on the deploying side also fall ill. To counteract this, vaccines are developed alongside the bioweapons. This development process is part of a field known as “gain of function” science, where infectious agents are modified to increase their infectivity or to jump species.

Concerns About Lab Escapes

Kennedy highlights the risks associated with these biolabs by referencing incidents in 2014 when dangerous pathogens, including smallpox, escaped from labs. These incidents led to public outcry and congressional hearings. In response, 300 scientists wrote to President Obama, warning of the potential for a global pandemic due to a lab-created microbe. As a result, Obama signed a moratorium, halting 18 of the most concerning experiments.

However, Kennedy alleges that instead of adhering to this moratorium, Fauci moved many of these operations offshore, with a significant portion ending up in the Wuhan Lab in China and others in Ukraine.

Funding and Oversight

While Fauci’s NIAID was a significant funder of these operations, Kennedy claims that other government agencies, including the Department of Defense, also began funding them. Interestingly, Kennedy points out that the largest funder is USAID, which he describes as a “CIA cutout.”
